FASTag annual local pass from 1 November 2026: fee, who can get it and how to apply
People living within 20 km of a toll plaza can buy an annual local pass for Rs 1,500 or Rs 3,000 from 1 November 2026. Eligibility, limits and how to apply.
From 1 November 2026, people who live near a National Highway toll plaza can buy a yearly local pass instead of renewing a monthly one. The Ministry of Road Transport and Highways (MoRTH) notified the rule on 26 October 2026 and the Press Information Bureau announced it on 27 October 2026.
The fee
- Rs 1,500 a year if the toll plaza is outside a municipal or local town area.
- Rs 3,000 a year if the toll plaza is inside a municipal or local town area.
Eligible people could already take a monthly local pass. Reports put its price at Rs 350 (Mint, The Indian Express) or Rs 360 (PTI), so the annual pass is cheaper over a year for someone who crosses the same plaza daily. The fee can be revised by the Central Government each year from 1 April.
Who can get it
- The owner of a non-commercial vehicle such as a car, jeep or van.
- Living within 20 km of the toll plaza.
- With a valid and working FASTag on the vehicle.
The system checks the address, the vehicle details and the linked FASTag. The Indian Express reported that this works through DigiLocker and VAHAN.
Limits
- The pass is valid only for the one toll plaza you choose. It cannot be used at other plazas and cannot be transferred.
- It is not issued on highways or expressways where toll is collected on a closed system (you pay by distance between entry and exit).
- It is not issued where a service road or another road is available for the vehicle.
- You can choose between the monthly pass and the annual local pass for a plaza.
When and where to apply
The annual local pass is available at eligible toll plazas from 1 November 2026. It will also be available on the Rajmargyatra app from 1 December 2026. The Indian Express reported that the list of eligible plazas will appear on the app. Check with your toll plaza before you pay, because not every plaza qualifies.
A different pass
This is not the same as the Rs 3,075 annual FASTag pass for private vehicles, which covers up to 200 crossings on eligible highways, as reported by Mint. The local pass is for one plaza only and is meant for people who live nearby.
